Parliamentary and Government Monitoring

EPC's parliamentary and government monitoring service provides the most comprehensive coverage available of all education, children's services and training activity in all the parliamentary institutions of the UK, across government departments and their agencies and in the EU and other international bodies.

There is an enormous amount of activity to be monitored and a great deal of information is therefore available to subscribers. By providing it in a number of different ways, we aim to meet a variety of subscriber needs.

Information is delivered through three publications, which are available in electronic and print editions, as a series of weekly and monthly reports. There are a number of options from which subscribers can choose, depending on how much and what information is required, how fast it is needed and which format best suits the subscriber. The information can be delivered by email, accessed on-line from our website and received through the post as printed reports. Subscribers can choose as many or as few of the weekly, monthly and annual reports from all three monitors as they wish and can change their selection at any time.

Existing subscribers can access the password-protected area of this website by clicking here for copies of the current weekly edition of Education Parliamentary Monitor and for the current and past issues of Children’s Services Parliamentary Monitor, Education Parliamentary Monitor and Education and Training Parliamentary Monitor. This area of the website also includes regularly updated cumulative indexes for all three monitors and indexes for previous years.


Three Different Publications

The three publications are:

  • Education Parliamentary Monitor, (EPM), which covers all government and parliamentary activity in the fields of education, training and children's services and includes the text from the other two monitors listed below. The reports are therefore larger than those of the other monitors, which are edited versions of Education Parliamentary Monitor.

  • Education and Training Parliamentary Monitor, (ETPM), which focuses on further, higher and adult education, vocational education, training and skills. It includes an international section monitoring the European Union and other international organisations. It was previously published by Cadmus Publishing and was acquired by the Education Publishing Company in September 2006. Also included is a Monthly Further and Higher Education Bulletin.

  • Children's Services Parliamentary Monitor, (CSPM), which focuses on the needs of local authorities, their Children's Services departments and those who work with them. This monitor was launched in November 2006.

Different Editions

For all three publications, the information monitored is made available through a series of different editions.

The Weekly Edition
The Weekly Edition provides fast and comprehensive coverage of the House of Commons, the House of Lords, the Scottish Parliament and the Welsh Assembly. It is sent by email as a series of electronic Word files and can therefore be easily edited. It includes the Weekly Bulletin, emailed late on Sunday night to be available in your inbox first thing Monday morning. It gives a brief overview of all activity of the previous week and advance warning of what is coming up in the future.

A series of other reports cover all relevant parliamentary debates, reviews of select committee reports, answers to parliamentary questions and a range of other information detailed in the table below.

The subscription includes a multiple-user site license allowing the files to be copied and circulated to anyone within the subscriber's organisation.

The Schools Edition
A single weekly Word file sent by email reporting debates on schools-related topics in England, this edition is an edited version of EPM Weekly Debates - Westminster, which is part of the Weekly Edition of Education Parliamentary Monitor. The Schools Edition is for schools or individuals and is sold at a budget price. (It is not part of the main subscription.)

Scottish Edition
The Scottish Edition is published weekly as two electronic Word files delivered by email. The first, EPM Scotland, reports on all relevant debates in the Scottish Parliament, the few remaining debates about education in Scotland that still take place in the House of Commons and the House of Lords, relevant EDMs about Scotland or tabled by Scottish MPs, and Scottish statutory instruments. The second file, EPM Weekly PQs - Scotland, reports on most answers to written questions tabled in the Scottish Parliament.

Welsh Edition
The Welsh Edition is published weekly as two electronic Word files delivered by email. The first, EPM Wales/Cymru, reports on all relevant debates in the Welsh Assembly, the few remaining debates about education in Wales that still take place in the House of Commons and the House of Lords, relevant EDMs about Wales or tabled by Welsh MPs, and Welsh statutory instruments. The second file, EPM Weekly PQs - Wales/Cymru, reports on most answers to written questions tabled in the Welsh Assembly.

Northern Ireland Edition
The Northern Ireland Edition is published weekly as two electronic Word files delivered by email. The first, EPM Northern Ireland, reports on all relevant debates in the Northern Ireland Assembly, the few remaining debates about education in Northern Ireland that still take place in the House of Commons and the House of Lords, relevant EDMs about Northern Ireland or tabled by Northern Ireland MPs, and Northern Ireland statutory instruments. The second file, EPM Weekly PQs - Northern Ireland, reports on most answers to written questions tabled in the Northern Ireland Assembly.

The Monthly Edition
The Monthly Edition provides reports of all parliamentary debates and other parliamentary activity taken from the Weekly Edition. It also monitors policy announcements from Government departments, agencies, and other official bodies; records the main events of the month; and lists official publications. It is indexed.

Part one of the Monthly Edition consists of a series of reference sections. Part two consists of reports of debates and reviews of select committee reports.

The Monthly Edition is available as a printed publication and on-line from our website. It can also be sent by email. An electronic-only version, without the printed report, is also available at a discounted rate.

The monthly edition of each of our three monitors is indexed. Subscription Rates

The subscription rate for the parliamentary and monitoring service for one year is £225. It includes the following:
  • Access to all three monitors, with as many or as few of the weekly and monthly reports as the subscriber wishes.
  • Weekly reports on government and parliamentary activity sent by email.
  • Monthly reports on government and parliamentary activity sent by email.
  • Monthly reports on government and parliamentary activity available on-line.
  • A printed report from one of the monitors sent by post. (Additional printed reports, either of the same monitor or of different monitors, are available for an additional £80 each.)
  • Monthly cumulative indexes available by email and on-line.
  • Back issues available on-line

An electronic-only subscription is available for those who do not want a printed copy of he monthly reports. This is £195 plus VAT.

The Scottish and Welsh sections of the weekly edition are available individually, at £49 plus VAT for each.

The Schools Edition is £49 plus VAT. (This is not included in the main subscription.)
